Strengthening cooperation with Citepa

On 15 December 2022, Citepa and OiEau signed a framework cooperation agreement.

This agreement covers both organisational aspects, with cross-membership of the boards of directors of the two associations, and operational aspects, with the implementation of several joint projects such as :

  • the deployment in Morocco, Tunisia and Pakistan of the RISQ solution implementing the enhanced transparency framework of the Paris Agreement,
  • the creation of a web module for calculating fluorinated gas emissions, and the development of a mapping tool for the LULUCF (Land Use, Land Use Change and Forestry) inventory,
  • technical exchanges on document monitoring systems,
  • support for Citepa on OiEau's low-carbon strategy.

Other joint projects are being considered for 2023.

What does the partnership with OiEau offer to Citepa?

The partnership clearly heralds an opportunity for development in France, but above all internationally, on all subjects related to transparent reporting of countries' efforts under the Paris Agreement, whether in terms of adaptation or mitigation. As part of this cooperation, OiEau is providing invaluable assistance with IT developments, designing customised tools for each country.

In addition, other subjects could be developed, given OiEau's extensive experience in training in France and internationally, which we could draw on, or the development of other IT tools, particularly for information monitoring.

For us, OiEau seems to belong to the same family: we are two fairly old organisations, which are not-for-profit associations, and we also share very similar values. OiEau is a bit like Citepa's 'big brother'.

What's more, OiEau works in a related field to ours, in the environmental sector, but on water resources and biodiversity, whereas we specialise in climate and atmospheric pollution. There are, of course, intersections between climate and water resources, climate and biodiversity, but there are also opportunities to complement each other by responding jointly to international calls for tenders, thereby covering all aspects of the transition: air, climate, water resources and biodiversity.

How is Citepa supporting OiEau in its low-carbon approach?

OiEau has entrusted us with a low-carbon approach that involves carrying out a genuine survey of all the scopes - direct and indirect emissions - of the organisation, which has several sites in France (Paris, Limoges, La Souterraine, Sophia Antipolis), but also has a strong international presence.

To do this, we apply the best available standards for reporting and accounting for these emissions. This will enable us to identify levers for decarbonisation in the future.
