The International Network of Basin Organizations (INBO)

Created in 1994, the International Network of Basin Organizations (INBO) is a non-profit association under French law. It's permanent Technical Secretariat is provided by the OiEau*.

The INBO is a knowledge-exchange and experience-sharing platform consisting of 192 Member Organisations (basin organisations, government administrations in charge of water, bi- or multilateral operation organisations) and Permanent Observers in 88 countries.

Its main purpose is to support all initiatives promoting the organisation of Integrated Water Resources Management (IWRM) at catchment basin level in national or cross-border rivers, lakes and aquifers, to reconcile economic growth, social justice, the protection of the environment and water resources and the participation of civil society.

Through its programme of action, the INBO helps to set up and train basin organisations worldwide; facilitates the mobilisation of expertise; aggregates, evaluates and disseminates available actions, knowledge and know-how; supports the development of institutional and financial management tools; supports the development of water information systems; and encourages public education.

The INBO co-leads global networks such as the platform of pilot basins, working with UNECE on climate change adaptation and with the OECD initiative on water governance.

As a recognised player in the international water community, the INBO serves as the “voice of basins” at global events (such as the COP conferences, the World Water Forum, etc.).

* The OiEau ensures the smooth functioning of its bodies (Liaison Bureau and General Assembly), coordinates and publishes the annual newsletter, thematic manuals, etc., manages its website (www.riob.org) and Twitter account (@INBO_RIOB), and organises events and working sessions in conjunction with network members and partners (UNECE, WMO, UNESCO, European Commission, etc.).

The actions carried out by INBO, with the interest of functioning in a network, exchanging experiences and collectively improving our practice of Integrated Water Resources Management (IWRM) are very enriching.

INBO has done what is essential for water management: it is to combine the various knowledge on water resources, in connection with the European Directives and their legal applications. INBO members put into practice and promote the integrated management of the resource, on a strategic scale, the basin. Hydrological, hydraulic, scientific and legal considerations, for example, are combined in a transversal way.
In addition, INBO promotes the organization, networking and cooperation of several actors in the same country and at the international level.

For the ANA, the CRHCs (Consejos de Recursos Hídricos de Cuenca) and the CSCAs (Comités de Subcuenca), it is very important to be part of INBO, as it opens up the possibility of interacting with basin organizations all over the world, presenting their progress, their achievements and the difficulties encountered during their creation process and in their operation.
