As part of the technical assistance provided by OiEau to the Associação Brasileira de Agências Reguladoras (ABAR), a training course on ‘The French experience in the governance of public-private partnerships (PPPs) for sanitation services in the context of integrated water resource management’ will be held in Portuguese in São Paulo in April.
Its aim? To support the development of skills among regulatory agency staff in the basic sanitation and water resources sectors. However, this training course is open to a wider range of stakeholders.
France and Brazil have similar legislation on water resource management, PPPs and concessions in the field of basic sanitation (drinking water distribution, sanitation,rainwater and urban waste management).
Both countries have comparable models for integrated water resource management and PPP frameworks with user payment (traditional concessions) and PPPs with public funding (administrative or subsidised concessions).
The training course ‘Governance of public-private partnerships for sanitation services in the context of integrated water resources management: the French experience’ was designed to enable technical staff from agencies to share their respective experiences, based on the French and Brazilian models.

A 6-module programme
The programme for this training course, which will be delivered in person (14 hours), is organised into six modules or working sessions, structured in four stages: a lecture, followed by a case study, then a discussion and sharing of experiences, to reach conclusions.
- MODULE 1: Institutional organisation for integrated water resources management (IWRM) and the provision of sanitation services.
- MODULE 2: Diagnosis of river basins and monitoring of the environmental impacts of sanitation services.
- MODULE 3: Planning for integrated water resources management (IWRM) and sanitation programmes.
- MODULE 4: Financing integrated water resources management (IWRM) and sanitation programmes.
- MODULE 5: Structuring and managing public-private partnership (PPP) contracts for sanitation services.
- MODULE 6: Case study focusing on the clean-up of the Seine in Paris.
The teaching team
The teaching team that developed the programme and will deliver this training course is made up of professionals with complementary backgrounds.
- Nicolas Bourlon, Director of this training, is an environmental engineer with a PhD in ecology. He is Project Director for OiEau in Latin America since 2015
- Cécile Taquoi, Training Coordinator and Rapporteur, is a specialist in environmental communication and institutional relations. She is a Consultant at Expertise France and OiEau.
- Elcires Pimenta, Speaker and Moderator, is a postgraduate professor at the São Paulo School of Sociology and Politics Foundation (FESPSP) and also a postgraduate coordinator and professor at the FESPSP Graduate School. He is a researcher and research coordinator at CENPES/GTEC and ANEEL.
- Yves Besse, Speaker, is a civil engineer with a master's degree and a doctorate from the Polytechnic School of USP (University of São Paulo), President (CEO) of Sanea Ambiental and Consultant specialising in concessions and PPPs for sanitation in Brazil - Expertise France and OiEau.
