The project in brief

This project aims to strengthen the capacities of the Tchadienne des Eaux (STE) in human resources management and governance of the public water and sanitation service.

It comprises several components: an HR assessment, the development of a skills assessment methodology, job mapping, and support for strategic planning and the professionalisation of stakeholders.

The project is part of a drive to modernise the water sector in Chad, with a particular focus on operational tools, skills development and institutional support.

OiEau's missions

  • Conduct a comprehensive HR assessment of the STE.
  • Develop a skills assessment methodology tailored to the context.
  • Map the company's jobs and skills.
  • Support the structuring of the STE's HR policy.
  • Define a priority training plan and a secondary plan for additional needs.
  • Organise and facilitate four certified training courses in N'Djamena.
  • Implement additional training courses throughout the project.
  • Provide ongoing support to teams through coaching and field support.
  • Set up a training programme for internal trainers.
  • Produce all technical deliverables (reports, tools, assessments, etc.).
  • Work closely with the STE and partners to adapt tools and actions to identified needs.
