Support for the modernisation and capacity building of the National Water Resources Agency (ANRH) - Algeria

The mission of the Agence Nationale des Ressources Hydriques (ANRH) is to understand water and soil resources. The quality of the services provided is essential if we are to meet the challenges posed. ANRH became an Industrial and Commercial Public Establishment by decree on 29 April 2019.

The general objective of the twinning was to support ANRH in its modernisation linked to its transition to EPIC status. It consisted of:

• Strengthening ANRH in its missions of knowledge and monitoring of water and soil resources
• improving ANRH's operating methods, particularly in the area of data management
• provide ANRH with a multi-annual objectives agreement with its ministry to ensure greater management efficiency.

The following areas were worked on in particular:

• Surface water monitoring networks
• Groundwater monitoring networks
• Water and soil analysis laboratories
• Banking and dissemination of data on water resources

• Drawing up a roadmap to ensure the sustainability of a public service grant
• Definition of a plan to modernise data acquisition and banking tools
• Creation of thematic working groups
• Establishment of a comprehensive capacity-building programme
• Provision of computer equipment suited to hydrogeological modelling
